Managing Your SCIP Database Submission Obligations
Whitepaper: EU Waste Framework Directive: Understanding SCIP Database Requirements

The EU Waste
Framework Directive

By January 5, 2021, manufacturers, importers and distributors of articles entering the European Union (EU) market must communicate new data to the European Chemicals Agency (ECHA), or they will be non-compliant with the EU Waste Framework Directive (WFD) and subject to applicable enforcement action from member states. When articles contain substances of very high concern (SVHCs) above the 0.1 percent weight by weight (w/w) threshold, companies must submit substance, article and other complex information to the Substances of Concern In articles, as such and in complex objects (Products) (SCIP) database by the deadline. The EU WFD will also have implications for out-of-scope companies as data must be passed along a supply chain, meaning companies operating outside the EU must communicate with downstream duty holders to enable their SCIP dossier submission and management.

The EU WFD Module

Assent’s EU WFD Module helps companies meet their obligations to submit and manage their dossiers in the SCIP database by addressing the directive’s substantial supply chain data requirements. Assent efficiently collects and validates supply chain data for easy risk identification. The module offers a complete solution to manage your SCIP dossier submissions, including data acquisition and formatting to submissions to the database through direct engagement with ECHA-IT.

SCIP Data Requirements

The EU WFD Module helps companies automate their SVHC data collection and validation to identify parts and products with SCIP obligations in a supply chain. Assent’s agile software accommodates the range of information required for successful SCIP dossier management, including article numbers, TARIC codes, material identification, legal entity IDs, substance concentrations and more.

Ongoing Compliance

The data required for SCIP dossier submissions and management will constantly change, necessitating continuous compliance efforts for companies in scope of EU WFD to avoid enforcement action. The SVHC Candidate List updates twice per year, but is only one part of dynamic database requirements that will require new or amended submissions as changes occur at the supplier, duty holder or regulatory level. Intelligent features constructed in Assent’s software automatically notify users through the dashboard when data requirements change, so companies can maintain up-to-date dossiers and stay compliant with the WFD.

Assent-Managed SCIP

All required data must be compiled in International Uniform Chemical Information Database (IUCLID)-acceptable formats and submitted via IUCLID software, IUCLID cloud services or through a system-to-system transfer. As an early contributor to the ECHA SCIP-IT group, Assent is uniquely positioned as a leader in SCIP submission integration. After collecting and aggregating data into SCIP dossiers, Assent validates the dossiers for veracity. The EU WFD Module integrates to enable streamlined data submission to the ECHA and provides one complete solution for the entire EU WFD compliance process.
